The low building at foreground is made of a corrugated material; regularly spaced doors and windows (boarded up) are seen throughout. A larger facility, made of brick and large windows, can be seen in the background. A sidewalk and a deteriorated concrete wall border the waterfront. A small building with a smokestack can be seen at the end of the sidewalk; the Naval War College on nearby Coaster's Harbor Island is visible in the distance.
